What is the USPS Peak Season Surcharge?

The USPS peak season surcharge is a temporary holiday price change on domestic competitive parcels. USPS calls it a "temporary holiday shipping price adjustment." It's also called USPS holiday surcharge.

USPS adds it every year to cover higher parcel volumes and network costs between October and January. The 2026 version works this way:

  • USPS's Board of Governors approved it.
  • USPS filed it with the Postal Regulatory Commission (PRC) on 25 August 2026, under Docket No. CP2026-10.
  • It applies at both retail (Post Office counter) and commercial (online and platform) prices.

How Much are the USPS Peak Season Rates by Service?

USPS peak season rates depend on 4 things: the service, the package weight, the zone and whether you pay retail or commercial prices. Each table below lists the increase per package. All figures come from the USPS 2026 holiday price announcement.

Retail is the Post Office counter price. Commercial is the price online shippers and shipping platforms pay.

Priority Mail and USPS Ground Advantage: Zones 1 to 4

Both Priority Mail and Ground Advantage services share 1 set of increases for Zones 1 to 4.

Weight Retail Commercial
0 to 3 lbs +$0.50 +$0.40
4 to 10 lbs +$0.80 +$0.65
11 to 25 lbs +$1.25 +$1.05
26 to 70 lbs and Oversized +$3.90 +$3.15

Priority Mail: Zones 5 to 9

Weight Retail Commercial
0 to 3 lbs +$1.00 +$0.85
4 to 10 lbs +$2.10 +$1.75
11 to 25 lbs +$4.30 +$3.85
26 to 70 lbs +$9.10 +$9.10

The 26 to 70 lb band costs the same at retail and commercial. Commercial pricing saves nothing on heavy Priority Mail packages going long distances.

Priority Mail Flat Rate

Product Retail Commercial
Large Flat Rate Box +$2.10 +$1.75
All other Flat Rate products +$1.00 +$0.85

USPS Ground Advantage: Zones 5 to 9

Weight Retail Commercial
0 to 3 lbs +$0.75 +$0.55
4 to 10 lbs +$1.40 +$1.05
11 to 25 lbs +$2.75 +$1.75
26 to 70 lbs and Oversized +$7.50 +$7.70

For 26 to 70 lbs and Oversized, commercial costs $0.20 more than retail. It's the only band in the 2026 holiday schedule where that happens.

Priority Mail Express: Zones 1 to 9

Weight Retail, Zones 1 To 4 Retail, Zones 5 To 9 Commercial, Zones 1 To 4 Commercial, Zones 5 To 9
0 to 3 lbs +$1.40 +$2.35 +$1.40 +$2.35
4 to 10 lbs +$2.45 +$6.30 +$2.10 +$5.55
11 to 25 lbs +$5.05 +$11.70 +$4.90 +$10.50
26 to 70 lbs +$12.70 +$20.80 +$12.55 +$18.20

Priority Mail Express Flat Rate Envelopes go up $2.35 at both retail and commercial prices.

Parcel Select (commercial only)

Parcel Select has 1 commercial rate for all entry points. There's no retail version.

Weight Increase
0 to 3 lbs +$0.40
4 to 10 lbs +$0.50
11 to 25 lbs +$0.80
26 to 70 lbs and Oversized +$2.35

How do cubic pricing tiers map to the surcharge?

Commercial cubic packages pay the surcharge of the weight band their tier falls into. USPS maps them this way:

Cubic Tier Surcharge Band
Tiers 1 to 3 (Priority Mail and Ground Advantage) 0 to 3 lbs
Tiers 4 to 5 (Priority Mail) 4 to 10 lbs
Tiers 4 to 9 (Ground Advantage) 4 to 10 lbs
Tier 10 (Ground Advantage) 11 to 25 lbs

A small, dense package in Cubic Tier 2 pays the 0 to 3 lb surcharge, even if it weighs more than 3 lbs. Right-sizing your box keeps it in a lower tier.

When Does the USPS Holiday Surcharge Start and End in 2026?

The 2026 USPS holiday surcharge starts at 12 a.m. Central Time on 4 October 2026 and ends at 12 a.m. Central Time on 17 January 2027. That's 15 weeks at a single rate, with no higher mid-season peak.

Item Detail
Start 12 a.m. CT, 4 October 2026
End 12 a.m. CT, 17 January 2027
Length 15 weeks
Peak Window Inside The Season None. 1 rate for the full period
Who Pays Retail and commercial shippers

UPS and FedEx raise their surcharges again from late November to late December. USPS doesn't, so a package shipped on 10 October pays the same surcharge as one shipped on 15 December.

Which Packages are Hit Hardest by USPS Peak Season Rates?

Heavy packages going to distant zones are hit hardest. A 26 to 70 lb Priority Mail Express package to Zones 5 to 9 pays $20.80 more at retail. A 0 to 3 lb Ground Advantage package to Zones 1 to 4 pays $0.40 more at commercial prices.

The gap between the 2 ends is 52 times. In practice:

  • Light, local orders (0 to 3 lbs, Zones 1 to 4): $0.40 to $0.50 extra on Ground Advantage and Priority Mail.
  • Mid-weight, cross-country orders (4 to 10 lbs, Zones 5 to 9): $1.05 to $2.10 extra on Ground Advantage and Priority Mail.
  • Heavy, cross-country orders (26 to 70 lbs, Zones 5 to 9): $7.50 to $9.10 extra on Ground Advantage and Priority Mail, and up to $20.80 on Priority Mail Express.

Design brief: Heatmap of zone group (1 to 4, 5 to 9) against weight band, using retail Priority Mail figures. Darkest cell: 26 to 70 lbs, Zones 5 to 9 (+$9.10).

How are USPS Peak Season Shipping Fees Calculated?

USPS peak season fees are calculated by adding the surcharge for the package's weight band and zone to the current base rate.

The formula is:

Total Postage = Base Rate + Holiday surcharge

The surcharge doesn't change with the ship date during the season.

Follow the following four steps:

  1. Weigh the package and round up to the next pound.
  2. Find the zone from your origin and destination ZIP codes.
  3. Look up the base rate for the service.
  4. Add the surcharge from the tables above.

Example 1: A 2 lb Ground Advantage package to Zone 3.

  • Base rate: $12.20 retail / $8.26 commercial
  • Surcharge: +0.50retail/+0.40 commercial
  • Total: $12.70 retail / $8.66 commercial

Example 2: An 8 lb Priority Mail package to Zone 7.

  • Base rate: $45.35 retail / $35.60 commercial
  • Surcharge: +2.10retail/+1.75 commercial
  • Total: $47.45 retail / $37.35 commercial

You can skip the manual math. Easyship's shipping rate calculator shows live USPS rates with the holiday surcharge included, next to rates from other couriers for the same box.

How does the USPS Holiday Surcharge Compare to UPS and FedEx Peak Fees?

The USPS holiday surcharge is a flat increase by weight and zone, at 1 rate for the whole season. UPS surcharges and FedEx demand surcharges that rise from late November to late December. They also add large-package fees, high-volume tiers and a weekly fuel surcharge.

Fuel Surcharge On Top Yes (except USPS Ground Advantage and Priority Mail) Yes Yes, updated weekly

3 differences matter most for online stores:

  • Oversized boxes: An oversized Ground Advantage package pays up to $7.70 extra with USPS. The same box can pay $117.50 with UPS or $117.25 with FedEx during peak weeks.
  • Timing: USPS charges the same rate in December as in October. UPS and FedEx charge more from late November.
  • Volume: USPS has no high-volume tier. UPS and FedEx charge stores shipping over 20,000 residential packages a week up to $9.35 more per package.

UPS and FedEx can still cost less on some lanes once base rates and discounts are counted.

What Should USPS Shippers Do During the 2026 Holiday Price Period?

Weigh and measure every box, and check which weight band it falls into. Most of the surcharge you pay comes from crossing a band edge (3, 10 or 25 lbs) or a zone group (Zones 1 to 4 versus 5 to 9).

Do:

  • Check the band edges. A 4 lb Priority Mail package to Zone 7 pays $1.10 more in surcharge than a 3 lb package at retail. Trimming packaging can drop it a band.
  • Use Flat Rate for heavy, long-distance orders. A Large Flat Rate Box adds $2.10 at retail. A 26 lb Priority Mail package to Zone 8 adds $9.10.
  • Right-size boxes for cubic pricing. Cubic Tiers 1 to 3 pay the lowest surcharge band.
  • Ship from closer to your customers. Moving stock to a second warehouse turns Zone 7 orders into Zone 3 orders. On Priority Mail, that cuts the surcharge by half or more.
  • Update checkout rates. Show the holiday price at checkout so you don't absorb the difference on every order.

Don't:

  • Don't quote pre-4 October USPS rates. Every Priority Mail, Ground Advantage, Express and Parcel Select order now costs more.
  • Don't assume commercials are always cheaper. Heavy Ground Advantage packages to Zones 5 to 9 cost $0.20 more at commercial prices.
  • Don't pick a carrier out of habit. Compare the same box across couriers before you buy the label.

Frequently asked questions

When does the USPS peak season surcharge start and end in 2026?

The 2026 USPS peak season surcharge starts at 12 a.m. Central Time on 4 October 2026. It ends at 12 a.m. Central Time on 17 January 2027. The rate stays the same for the full 15 weeks.

Is the USPS holiday surcharge permanent?

No. The USPS holiday surcharge is temporary. Prices go back to the standard rates at 12 a.m. CT on 17 January 2027. USPS has used a similar temporary holiday adjustment in past peak seasons.

Does the USPS holiday surcharge apply to stamps or First-Class Mail?

No. Stamps, First-Class Mail letters and flats are not affected. The surcharge applies only to Priority Mail Express, Priority Mail, USPS Ground Advantage and Parcel Select.

Does the USPS holiday surcharge apply to international shipments?

No. USPS states that no products outside the 4 domestic parcel services change. Priority Mail International, Priority Mail Express International and First-Class Package International Service keep their standard prices.

Do commercial shippers pay less than retail?

In most bands, yes. Commercial increases run $0.10 to $2.60 lower than retail. 4 match retail, and Ground Advantage at 26 to 70 lbs, Zones 5 to 9, costs $0.20 more at commercial prices.

Does USPS charge a fuel surcharge during peak season?

USPS doesn't list a separate fuel surcharge for Priority Mail, Ground Advantage, Priority Mail Express or Parcel Select. UPS and FedEx both add a fuel surcharge on top of their peak fees, and FedEx updates it weekly.

How is the USPS holiday surcharge different from UPS and FedEx peak surcharges?

USPS charges 1 flat rate by weight and zone for the whole season. UPS and FedEx raise per-package fees from late November to late December. They also charge large-package and high-volume fees, plus fuel.

Can I avoid USPS peak season rates?

You can reduce them. Keep packages under the 3, 10 and 25 lb band edges, use Flat Rate for heavy long-distance orders and right-size boxes for cubic pricing. Compare other couriers on lanes where USPS costs the most.
